Executive summary

The summary heading states the finding

The National Capability Framework is an open, emerging standard for classifying the capabilities of nations. It has three primary dimensions (hard, soft and economic) drawn from the classical analysis of national power. Across these dimensions sit nine domains, which comprise 73 capability groups and currently cover 288 national capabilities.

What this means

A capability is the capacity to act. It is distinct from resources (the inputs available), performance (observed results), power (capacity realised through will and opportunity) and outcomes (downstream effects). Capability is the conversion layer between resources and results, which is why know-how sits at its centre.

The nation is the Framework’s unit of analysis, against which capabilities are observed. The reference set covers 197 nations: all 193 UN member states, the two UN observer states and two states with limited recognition.
